DGPC Show Cause Today

Three exploration and production (E&P) firms have received show-cause notices from the Directorate General of Petroleum Concessions (DGPC) for allegedly breaking petroleum regulations.

According to the Pakistan Petroleum (Exploration and Production) Rules, 1986 and 2001, notices were sent to Jura Energy Corporation, Frontier Holdings Limited, and Spud Energy Pty Limited on July 18, 2025, officials said the National Assembly on Thursday.

In accordance with Rules 68(d) and 71(c) of the 1986 Rules, as well as Rules 69(d) and 52(f) of the 2001 Rules, the procedures were started. These clauses state that before exploration licenses can be suspended or revoked, a proper show-cause procedure must be completed.

The businesses have been requested to provide written justifications and corroborating documentation for the suspected violations. Whether the claimed infractions can be corrected or reimbursed in line with the law will be decided by the regulator.

Revocation of a license is feasible, but only when the proper procedure has been carried out.

For six months, the case has been pending before the Islamabad High Court. Following a fair hearing for all parties, the court ordered the regulator to proceed rigorously on February 6, 2026.

Under the current legal framework, enforcement action is being pursued; final decisions are contingent upon the regulatory process being completed.

It is important to note that Spud Energy Pty Limited (SEPL) is a Pakistani subsidiary of Jura Energy Corporation.
